Prisons Service recaptures Adams Ibrahim after escape from Kumasi labour detail

Adams Ibrahim, a convict who slipped away from an outside work party at Sokoban in Kumasi on Monday, 21 September, is back in prison custody. Officers of the Ghana Prisons Service in the Ashanti Region found him in Atwima Twedie, his hometown, and returned him to detention.

• Prisons officers in the Ashanti Region caught Adams Ibrahim again after he got away during outside labour duty at Sokoban in Kumasi. He was tracked to Atwima Twedie, his hometown.
• Mr Ibrahim had been jailed for stealing and given six months, a term he could avoid only by paying a GH₵3,600 fine. Three months of that term had passed when he escaped.
• A Criminal Investigations Department officer now handles the inquiry into how the escape came about, and the inquiry is still open. Mr Ibrahim is expected in court on a new charge of escaping from lawful custody.
• The Prisons Service pointed out that stealing is a lesser offence in law, classed under Act 29 of 1960, so people jailed for it are usually seen as a smaller danger to the public. It added that, going by the sentence he was serving, he would have walked free in under four months.
• On Friday, 25 September, the regional command honoured 20 officers at Kumasi Central Prison for their part in the recapture. The group was made up of a Corporal, 17 Lance Corporals and two officers of the Second Class, and each received a commendation letter plus a monetary award whose size was not disclosed.
• James Mwinyelle, who commands the Service in Ashanti and holds the rank of Deputy Director of Prisons, told the officers to take the recognition as encouragement to keep faith with security, safety and discipline. He also called for teamwork, fast reaction and close observance of standard operating procedures whenever security is breached.

Prison work parties outside the walls, such as the Sokoban detail in Kumasi, put inmates near ordinary communities, so an escape raises questions for residents about supervision. The CID inquiry and the coming court appearance will show how the Service explains the lapse. For Mr Ibrahim, a short sentence for a minor offence has now been followed by a separate charge.
